Dusty Riders Bylaws Article I. Name The name of the club shall be Dusty Riders 4-H Club. The Dusty Riders 4-H Club is organized in the County of Licking, Ohio.
Article II. Meetings A member may miss no more than three (3) “unexcused” consecutive meetings unless an advisor received notification prior to the meeting and consents to the absence. The member will be dismissed on the fourth (4) absence and will be notified by certified mail. To remain in “good standing” and be eligible for yearend awards, members must participate in a minimum of eight (8) meetings. To be eligible to participate at the fair with the club all members must attend a minimum of six (6) meetings prior to the start of the fair. Section A. Reasons for excused absences include sickness (with doctor note), work, participation in school, church obligations, other 4-H activities, family vacations and family deaths.
Article III. Officers The officers of this club shall be President, Vice President, Secretary, Treasurer, Reports Leader, Health & Safety Leader, Historian/Photographer, and Refreshment Leader. Any member who is President, Vice President, Secretary or Treasurer, who missed three (3) consecutive meetings without advisor’s approval, may be removed from office by a vote of the officers and advisors. Any member holding an office needs to attend no less than ten (10) meetings. An officer found to be in violation of the Section F. under the Article IV. Policies may be removed from office, and a new officer will be elected in their place. To be elected and hold the offices of President, Vice President, Secretary and Treasurer, the member must have been a member for one year prior to being elected. All other offices may be run for even if member is a new member. Officers are only able to hold the same office for no more than two (2) consecutive years. Section A. If running for an office, you must commit to fulfill the duties of the office you are running for and attend the club sponsored officer training.
Article IV. Policies Section A. The following projects will be accepted into the club: equine (all breeds of ponies and horses, no stallions), market hogs, rabbits, poultry (chickens and ducks), goats, and special interest projects. Group projects will be supported if elected by the club. The Cloverbuds (5-8 yo or kindergarten to second grade) program will be supported if we have a leader and helper available. Section D. 4-H rules, regulations and materials shall be the foundation of this club. Section E. The order of business shall follow Roberts Rules of Order and/or the Advisor’s direction. Section F. Disciplinary action may be invoked against any member, parent or advisor exhibiting unbecoming sportsmanship behavior/conduct. Unsportsmanlike conduct at all 4-H meetings, functions and all social networking activities that may be a poor reflection on Dusty Riders as a club and as an individual member of the club. This action will be addressed by an advisor. Section G. Disciplinary action and/or expulsion from club membership may be invoked against any member, parent or advisor exhibiting abuse and/or neglect toward their animal projects, physical or verbal abuse of another member, parent, or advisor, bullying of a member, parent or advisor, abuse of drugs or alcohol, thievery, destruction of property, or use of foul language at 4-H event, meetings, or work sessions. Failure to adhere to these club bylaws and constitution, or meeting guidelines (i.e. no phone use unless instructed), and/or display of unsportsmanlike behavior will be addressed by advisors with the parents in attendance. Section H. To be considered a member in good standing and qualify for year-end awards must complete the following: Enroll in 4-H by April 1st of each year Pay dues of $35.00 per member and $10.00 per Cloverbuds by April 1st Participate in a community project Participate in the club voted fundraiser Attend eight meetings within the club calendar year Give a report and present their project for grading Sign up for cleanup duty two times in the club year Adhere to the club constitution and bylaws and act accordingly to the standards set in Section G of the bylaws. Section I (EQUINE PROJECTS). Parents/guardians who have a minor child participating in a horse project must be present at work sessions, clinics, horse shows or events where project horse(s) are present. There are to be no stallions shown or used as projects in this club. Member taking equine project that wish to stall at the fair must show at either the June or July Show. All equine that are stalled during the fair must be shown unless injury occurs while at the fair.
Article V. Membership Membership is open to all youth regardless of race, religion, or national origin. New members will be accepted ONLY by the enrollment deadline, with a cap at sixty members. After the third meeting of the year, membership will be available to those 4-H members moving into this county from any other county or state and may be added with advisor approval and the ability to attend eight (8) meetings to be considered a member in good standings. Proof of participation is required. In order to maintain a member in good standing all members need to attend eight (8) meetings and officers need to attend ten (10) meetings.
Article VI. Club Revenue / Dues Annual dues of $35 per member will be collected each year. Whether or not there are additional fees will depend on what fundraisers, etc. are voted on each year. There may be additional fees if taking more than one project.
Article VII. Liabilities The club shall not be responsible for accidents, injury or loss of property during any 4-H or club function. These By-Laws have been adopted by the members of the Dusty Riders 4-H Club on March 2023.
